With the vision, resources, and needs well established and a site selected; a very specific, detailed development plan can now be put into place. The ministry, resource and facility plans are pulled together into one comprehensive package and are translated into

- phased floor plans,
- elevation drawings,
- color renderings
- and a detailed construction budget for the first phase.
The Strategic Master Plan becomes THE tool to help leadership cast the vision to their body, to acquire funding from lending institutions, to support stewardship campaigns and to garner support from other entities.
